About the xps 15 i9, I am using right now, and reaching more than 4Ghz for few seconds (at least 10, probably more) on all core is not a problem, the i7 just can't, so I am pretty sure of what I am talking about.

The only time the i9 is going to be meaningfully faster would be if you're are using software that fully exploits the additional cores and threads.
