Scarred City shouldn't be as good as it is. A renegade cop played by Stephen Baldwin goes against his squad. Then again, they are nothing more than paid murderers who take out "scum". On one mission, Baldwin goes off script and saves Tia Carrere who is playing a lounge-singing prostitute. Okay, well maybe this should be as good as it is.
