Juan Vucetich nació el 20 de julio de 1858 en Lessina, Croacia. Hijo de Vicenta Kovacevich y Víctor Vucetich. Emigró junto a su familia a la República Argentina. En 1888 ingresó en la policía de la Provincia de Buenos Aires con el cargo de meritorio en la Oficina de Contaduría y Mayoría, pasando posteriormente a la Oficina de Estadísticas.
