If you scroll to view the bottom of the Library tab within Photos, you’ll be able to view the status of iCloud Photos (if it’s enabled). If it says “Updated Just Now”, then all the items within the Photos app have been uploaded to iCloud Photos. If it only shows the photo and video tallies, then iCloud Photos is disabled.
