So, as I understand it, seasons 3 and 4 were overseen by Tim Minear, who really likes multi-episode storylines. Tim usually ran things over at the original 9-1-1, but it's believed that he moved to Lone Star because of conflict with some higher ups after not letting him make a character on the original bisexual.
