Catapult fighters losing their ability to spot ships feels bad, but Arthas works as painkiller. I'd imagine he'd be fine as an inspiration for cruisers for bursts of damage (though mostly for heavy cruisers as lights like to set fires). And looking at the guy he doesn't appear too enticing as a primary commander.
