It amounted to a German capitulation, without any concessions by the Allies; the naval blockade was to continue until complete peace terms were agreed on.
Fun fact, after the Arab coalition lost their war of aggression, they specifically demanded the "green line" be considered a temporary peace armistice only and not permanent international borders, because they fully intended to return to war and wipe out all Jews from the Middle East. Too bad that "temporary armistice" definition cuts both ways.
