Ross Perot Sr. indeed did the best nationally of any third party as an Independent in 1992 since Teddy Roosevelt nationally in 1912, and he still only got almost 19% of the vote IIRC (likely due to Bill Clinton's morals offending a lot of people and George HW Bush's pledge broken not to raise taxes in the 1990 Budget agreement in which he was actually right to do so sadly imo).
