Jim vacations in nearby Parma with his friend John Traynor, a member of the city council who is about to vote on an initiative that would legalize gambling in Parma, as well as allow for the development of a natural wilderness area into a vast hotel and casino complex.
Jim Rockford is hired to vote for a councilman who is too ill to attend a meeting. He gets caught in the middle of a feud between two rival factions and faces danger and deception.
Jim Rockford, a private investigator, gets involved in a small-town council battle with big implications in the series finale. He becomes the proxy for an environmentalist councilman who is attacked by mobsters, while fishing in the mountains.
But this odd fellow turns up and suddenly has appendicitis and gives Rockford his proxy vote on a city council deadlock. And Rockford finds himself caught between corrupt government officials and the mob.
