Fischer is the youngest of four daughters of Issei (Japanese immigrants) Chukuro, a farm laborer, and Kinko Tsubouchi. During World War II, at age 10, she and her family were forcibly removed from the West Coast following the signing of Executive Order 9066.

Fischer was born the daughter of Chukuro and Kinko Tsubouchi, both immigrants from Japan. During World War II, as a young child, she and her family were forcibly evacuated from the West Coast and spent time in the Fresno Assembly Center before being relocated to the Jerome and Rohwer internment camps.
