Allen was born in Cherry Point, NC. He attended Concordia College in St. Paul, MN and served in the AIR FORCE at the 548th RTG at Hickam AFB, HI and later at JICPAC at Pearl Harbor. Former SAILING team member on the High Roler, moored at Waikiki Yacht Club, and sailed in the Kenwood Cup.
