Zucker was born to a Jewish family [2] in Milwaukee, Wisconsin, the son of Charlotte A. (Lefstein) (d. 2007) and Burton C. Zucker, who was a real estate developer. [3] [4] He graduated from Shorewood High School. [5] His paternal grandfather was Leonard Zucker who emigrated from Russia to the United States and became a naturalized citizen.

Zucker never acted much and has never appeared on screen until 1983 when he played the role of a minor character in Top Secret!. He appeared in Ghost, The Naked Gun: From the Files of Police Squad!, First Knight, High School High and My Best Friend's Wedding, which were directed, written and produced by David and Jerry Zucker.
In 1941, he married Charlotte Lefstein until she passed away on September 5, 2007. He had three children, David, Jerryand Susan Bresleau.
