In the summer of 1922, the last of the German and Austria-Hungarian soldiers who had been in Russian captivity after the First World War were shipped home across the Baltic. On the return voyage, the ships carried the last Russian prisoners-of-war from Germany.
In 1922, the Norwegian Fridtjof Nansen became the first High Commissioner for Refugees appointed by the League of Nations. After the First World War, he was in charge of the exchanges of 400,000 prisoners of war between Russia, Germany, and the former Austria-Hungary.
