- Carroll County Farm Museum. A special landmark in the south of Westminster is the former Carroll County Almshouse, raised in 1852 and the centerpiece of an historic complex of 15 buildings.

History of Westminster. Westminster was founded in 1764 by William Winchester of England. William Winchester was born in Westminster, England on December 22, 1711 and arrived at Annapolis, Maryland in 1731 as an indentured servant. He passed away on September 2, 1790.
