  1. Arthur Raymond Randolph (born November 1, 1943) is an American lawyer and jurist serving as a senior United States circuit judge of the United States Court of Appeals for the District of Columbia Circuit. He was appointed to the Court in 1990 and assumed senior status on November 1, 2008.
