A lecherous governor of Naples in 1680 lusts after the wives of several peasants, particularly after the miller's wife Carmela. The miller himself plans to avenge his honor by seducing the wife of the governor.
Luca (Mastroianni) is a local miller who is married to the beautiful Carmela (Loren). When a scuffle breaks out at the local festival, the governor has Luca arrested in hopes of seducing Carmela while Luca is away in jail.
Here, she's guilty of a crime. The crime of beauty that makes the women of her town hates her. Happily married to Marcello Mastroianni, she's lusted after by the governor, Vittorio De Sica, who already has a beautiful wife and children.
