  5. Jan 21, 2019 · Survival, stealing, prostitution, the black market, and other crimes are all shown. Sometimes the Americans are the bad guys, taking advantage of the misfortune of others. The Victors is an anti-war film. Some of it seems heavy-handed today, but remember, it was filmed in 1963.
