Roman Scandals is a 1933 American black-and-white pre-Code musical film starring Eddie Cantor, Ruth Etting, Gloria Stuart, Edward Arnold and David Manners. It was directed by Frank Tuttle. The film features a number of intricate production numbers choreographed by Busby Berkeley.
With Eddie Cantor, Ruth Etting, Gloria Stuart, Edward Arnold. A kind-hearted young man is thrown out of his corrupt home town of West Rome, Oklahoma. He falls asleep and dreams that he is back in the days of olden Rome, where he gets mixed up with court intrigue and a murder plot against the Emperor.

Proof That It’s Pre-Code. “The empress Agrippa, the one I was sleeping with, was his wife.” The chief of police is named ‘Charles A. Pratt’. Cantor’s reaction to briefly holding a baby seems to indicate that it pooped itself.
Warren F. Cooper, the leading citizen of West Rome, is outraged to find Eddie, a beloved local "little guy," sleeping on the statue of the Empress Agrippa in the Museum of Roman Art, which Cooper donated to the town.
