Ultra cheap post apocalyptic guff from Cannon Group and director Albert Pyun. The wafer thin plot has something to do with a cyborg carrying some information relating to a cure for plague ridden humanity. She's kidnapped by pro surfer Vincent Klyn and his motley crew of bad guys, so its up to Jean-Claude Van Damme to rescue her and save the day.
