Major municipalities partially or fully in the watershed include Columbus and many of its suburbs, Delaware, Marysville, Chillicothe, Circleville, Jackson, and Portsmouth.

It was originally called keenhongsheconsepung, a Delaware word literally translated as "sharp tool river", based on the shale found along its shores. Early settlers to the region translated this into "Whetstone River".

Late in 2015, the Scioto Mile created 33 new acres of parkland in downtown Columbus. The project, a massive work of environmental rehabilitation, removed lowhead dams from the Scioto River and narrowed the course of the river back to its more natural state.
