There was a continuing rivalry between Maumee and Toledo over the site of the county seat that culminated when the Ohio General Assembly ordered a referendum of the citizens of Lucas County to determine which town would be the county seat. That vote resulted in Toledo being named the county seat and has remained so since that date.

Lucas County is located in NW Ohio bordered by Lake Erie on the east and the Maumee River on the southeast. The county seat is Toledo. The county was named for Robert Lucas, 12th governor of Ohio, in 1835 during his second term.
