Feb 22, 2024 · Before joining the University, Frey helped found two key human rights organizations in Minnesota—the Advocates for Human Rights and the Center for Victims of Torture. She directed the Advocates for its first dozen years, during which the organization became recognized internationally for its work.
Barbara Frey is the former director of the University of Minnesota’s Human Rights Program and a champion of human rights advocacy in Minnesota with a career spanning work in numerous NGO’s, including, but not limited to, The Advocates for Human Rights and the Center for Victims of Torture.

Barbara A. Frey, J.D., is an international human rights scholar, teacher, and activist. She directed the Human Rights Program at the University of Minnesota from 2001-2022 and served as Director of Graduate Studies for the Master of Human Rights from 2015-2019.
