     I do not believe that there is a built in method of scaling the strokeWeight so you may need to build your own. One method of doing this, just off the top of my head is to add an event listener to the map for the zoom_changed event and adjust the strokeWeight there.

     Here is a snippet of the code i use to zoom in and out of maps for given radius. I might not be accurate but you can modify them accordingly.

     The Google Maps API v3 is event based. When the new zoom level is available to be queried, the zoom_changed event will fire.

     To get the new zoom, do something like this:

     google.maps.event.addListener(map, "zoom_changed", function() { alert("the zoom level is now "+map.getZoom());});

     Note that this will fire every time the zoom is changed.

     I have resolved both the above mentioned issues. I would like to put the solutions. Although the mentioned code is quite lengthy, therefore, it would not be easy to elaborate.

     For mouse dragging of the markers. there is a draggable property, which can be either true or false.

     Just add your fragment at bottom of your ScrollView. Because your map fragment is overlapped by ScrollView. change your xml like:
