Dragon's Eye are used to create Jewelcrafter-only Gems. These are purchased for 1x Dalaran Jewelcrafter's Token, but are not Bind on Pickup, so you'll sometimes find them for sale (at suitably inflated prices) on the Auction House. They're also found about 10% of the time inside an Icy Prism.

Blue runes can be found on the floor of the chamber. Activate the runes, and you will be teleported to a location on the mountains above the cave, where Haleh can be found. Mazthoril is inhabited by elite mobs of levels 58+, and has 2 dragons at the chamber at the bottom.
