You can request an advance of your DLA and some other moving payments, although this is not guaranteed. You’ll need to visit your installation’s finance office 10 to 15 days before your move and file a request for your commander’s approval.
When you are completing a PCS Travel Voucher in the Army via Smart Voucher there is a an option to claim dislocation allowance. I didn’t know what this was and did some investigating in the regs and learned that this is a flat rate payment to servicemembers to partially offset the cost to relocate for a PCS.

Joint Travel Regulation authorizes DLA in advance of your move at a rate of 80%, with the remainder paid after the claim is filed. DLA may also be requested after the move when finalizing paperwork. If you get an advance you will see DLA pay out on your voucher approximately 30-45 days after filing during your PCS in voucher (to balance against the advance). If you do not get the advance (and you are entitled) it should automatically pay along with the PCS voucher.
You can check the payment in myPay under the Travel Advice of Payment option. If DLA wasn't paid on your voucher, you would need to talk to finance and complete a supplemental voucher to correct whatever was wrong on the original paperwork.
