you can change steam to show megabytes instead of megabits and it will show the same as what you're getting with the rockstar launcher. 3.9 MB = 31.2 Mbit
there is an Updates tab in the Rockstar Games Launcher Setings that allows you to set the max download speed, as well as the downloads while youre in game options, i dont remember changing any preferences and my download speed max was limited to 1 mb/s, so you might want to check that!
