Styria is supposed to exist as an independant duchy at game start, whose ruler was assuming the regency of Austria at the time. This ruler is the starting ruler of Austria in game and went on to inherit the duchy IRL, reuniting Habsburg possessions.
At that start Styria is the real Austria, they control the extra provinces and are the HRE.
