     Well, if a webpage has very specific CSS just for itself, I guess there is an argument for defining the CSS in the page, otherwise I would always have the CSS in an external file.

     Try to avoid or at least minimise in-lining the CSS as a style attribute on HTML elements though, that would be a PITA to manage.

     Most pages will be template driven with standard content styles, and thus the CSS styles will be defined in external files.

     One thing you might want to think about are the number of CSS files - some people suggest that you should minimise this to just one file site-wide or per-template (or area of the site) to minimise HTTP requests to the server and avoid delayed CSS loading and funny looking styling up until that point.

     So this "contract for CSS usage" is actually just a coding standard for HTML pages?

     If you're just starting out I'd highly recommend Python for this. Python is a really wonderfully easy language to pick up, and lends itself really well to this kind of application.

     I've taught C++ to Java people, even though I learned them the other direction.

     Are you comfortable with C? If not, read Kernighan and Ritchie. Many many peculiarities of C++ are explained by the desire for C++ to be a "Better C" with C's basic expression syntax.

     You should get Stroustrup.

     I think well of Thinking in C++ by Bruce Eckels.

     I've used The C++ FAQ Book, by Cline, Lomow, and Girou; I refer to it pretty often. Marshall Cline has C++ FAQ content on his site, too.

     Update

     You might also look at C++ for Java Programmers. I don't know the book but it looks decent.

     My proposal would be to write highly pointer-based thing, like a linked list library, BST library, etc. The code should be STL-free, similar to pure C. You should build application using such library (eg. sort algorithms?) and learn how to deal with all the pitfalls which will for sure come up, if it's your first C/C++ code.

     In my opinion the most important fundamental in knowing C++ is to understand pointers and low level memory representation of classes and structures. It's like an enlightenment after which everything is simple and clear ;)

     I would start with Effective C++ and More Effective C++ by Scott Meyers. These two books go over some really good best-practices for C++.

     Use a fast memory-based hashtable like memcached. The keys will be the target you are limiting (e.g. an IP) and the expiration of each stored value should be the maximum limitation time.

     If I just install Visual Studio 2019 will I have everything I need for development? Or do I need to install .Net Core 2.2.n also.

     When you install VS, you can configure your specific development environment by choosing corresponding workloads and components according to your needs. If you want to develop .net desktop projects like winform and wpf, you should choose .Net desktop development workload, and if you only want to develop Razor Page app, you just need to install VS2019 with ASP.NET and web development workload.

     Normal if we choose this workload, vs installer will install .net framework(4.0 to 4.6) and asp.net core 2.1 for you by default. However, there's no single component for .net core SDK 2.2 when installing. So apart from VS with ASP.NET and web development workload, we need to manually install the .net core 2.2 SDK.

     If I need to install .Net Core 2.2.6 (current) do I need to install both SDK and Runtime separately? And if so is there a single file to install both at the same time anywhere? Or do I need to install both (for windows)

     As for question2, I never install the sdk in that way. I use another way to download and install the sdk. Here is the download link I use.I think you only need to install this SDK:

     The SDK includes everything you need to build and run

     .net core applications while the runtime includes everything you need to run

     .net core applications.The runtime is included in the SDK. (So you don't need to install the runtime separately)

     In summary, to develop razor pages, you need to install VS with ASP.NET and web development workload and the SDK mentioned in the picture above. Just do as the document suggests. Hope it helps:)
