I've seen it 3 or 4 times and though this is true, the same can be said of the Bourne Identity or any of the other Bourne films. Most of the running time is meant to drive the story forward regarding Bourne trying to figure out who he is, who made him, etc., interspliced with some excellently choreographed and suspenseful fight sequences.
Comparing and contrasting Clive Owen's The Professor in BI with Vincent Cassel's Asset in 'Jason Bourne' is a good example of just how good BI was. In one sentence, The Professor has a bigger impact on Bourne - and highlights the theme of humanity in both the protagonist and the film - than the Asset can manage in the whole of Jason Bourne.
Most camerawork is very wide-angle, steady, and long. There's even a few beautiful orbit shots. Fight scenes / action: Way less than you might think. Bourne has 1 long, well-choreographed fight scene with an assassin. 1 lengthy, fun car chase. 1 long "gunfight", in which a total of about 6 shots are fired.
