Childhood & Early Life. Robert Ellsworth Bob Wise, Jr was born in Washington, D.C. He was educated at the Duke University, Durham, North Carolina, from where he obtained a B.A degree in 1970. He later went on to study law at the Tulane University Law School, New Orleans, Louisiana. He graduated from the university with a law degree in 1975.
