The max spawn limit for Lost Souls from a Pain Elemental is 28, when reached, the animation will still play, but none will spawn. I recommend this as it explains a lot more about this situation and more about Doom :)
Lost Souls are way too tanky, particularly in Doom 2. I think it's pretty clear the second game didn't undergo enough testing or they would have tweaked them a bit. Lost Souls have 100 HP (as much as the player!) and can withstand a shotgun blast.

I guess it would be a lost-and-found soul then. These poor souls are doomed to play hide and seek forever, thats why they scream with joy when you find them. Once you tag them they are free.

Feb 10, 2018 · PrBoom+ has an option to turn on the lost souls limit in Setup > Doom compatibility. I'm assuming Boom.exe also had this option, I've never explored its configuration. Chocolate and Crispy Doom stay with the limit automatically. ZDoom has to have an option somewhere.
