Marvel Studios owns the film rights but Universal owns the distribution rights. So if Marvel makes a Hulk film, they have to offer it to Universal first for distribution. Universal does have the right to first refusal, so if they refuse to distribute the film then Marvel/Disney would distribute it on their own.
