Elspeth Fraser was born about 1825 in Walls in the Shetland Islands. She married widower Walter Fraser, a fisherman and small crofter, in 1869 and a few years later the family emigrated to New Zealand. Walter worked as a soap maker and when Elspeth signed the suffrage petition the family were living in Helena St, South Dunedin.
