    Cook, Dekalb, DuPage, Kane, Kendall, Lake, McHenry

    GROUP 1B COUNTIES:

    Boone, Champaign, Kankakee, Madison, McLean, Monroe, Ogle, Peoria, Rock Island, Sangamon, St.Clair, Tazewell, Winnebago, Woodford, Whiteside, Will

    GROUP 2 COUNTIES:

    All other counties not listed above
