Scaling on combat level of the target would probably make crumble undead the best way to level magic at low levels assuming there's some decent targets for it. It could even have a max hit that it checks first based on a monster, but have the damage be capped with a magic lv. Robes from Warding obviously.
Autocasting Crumble Undead costs fewer runes than Earth Bolt (unless a staff of earth or a dust battlestaff are equipped) and hits as hard as Earth Blast. It is highly recommended against Vorkath , as the spell instantly kills the Zombified Spawn it summons during the fight.

Yes I think it is a powerful spell but dude it's a serious pain in the ass to get so imo if someone is committed enough to getting it at a low level than more power to them. Before being able to upgrade the staff with 2500 charges it was pretty bad. I mean, it's a strong spell but 120 casts then back to ugp was awful.

It was an inexpensive method for players who wanted to spend minimal money to train magic, as it hit as high as Earth Blast but was cheaper than Earth Bolt. Crumble Undead was not available in the Daemonheim spellbook.
