Ro Laren was probably my favorite recurring character in TNG. I only wish they had used heer even more. I also don't think it's fair you're comparing her to characters that had seven full seasons to be fleshed out. Ro Laren made just 8 appearances while Kira and B'Elanna both appeared in nearly every episode of their respective series.
