To apply for a permit or submit building plans: 1) submit in-person between the hours of 9am and 4pm . Permits can be issued to a legal property owner or to a licensed contractor. Although a contractor will often apply for the building permits, it is the property owner's sole responsibility to ensure all the necessary permits are obtained.
