Davis mentions his issues with his department and work how he knows there are deep-rooted problems, constant mayoral changes, attorneys who have lost support of rank and file staff, police unions that resist changes, a job that isn't even permanent meaning anyone who he tries to discipline scoffs it off thinking they will have a new commisioner soon anyways. Davis still wants to change the department around.
