Fallen Angels don't exclusively have to be devils. When an Angel falls the other Celestials strip them of their powers and cast them into the Lower Planes. This doesn't always need to be the Nine Hells, it can be the Abyss or Pandemonium or anywhere else that isn't the Higher Planes and is a Bad Place.
