I'm going to need OP to clarify what is a "mousy" girl. The working definition in my head is a dark haired girl with huge glasses that basically looks like a mouse in selfies. Nothing about how they act, personality, etc.
She was kind of drab and awkward, quiet and bookish, and always mousey. I think it's just become associated with a plain jane type girl, which isn't really insulting, but it's not what a girl wants to hear that she is. A+ response! To me, the term "mousy" means "plain" or "homely".

So, kinda random, but people are often describing as having a mousy looking face. For example, Tonks from the Harry Potter series is described as looking mousy in her natural state. There's a newscaster I have a big crush on who I'd similarly describe as mousy.
