This page explains how to complete the side quest, A Matter of Time. To unlock this side quest you'll need to talk to Horrowitz who is waiting by the safe in the Containment / Logisitics section.

With your back towards the central containment, go to the left with the rows and rows of computers near a giant map of the united states.

    Head through the doors ahead.

Go up the stairs and head for the glowing orange light.

    Horowitz will explain the situation.

From here, pull the light switch until you’re in the Oceanview Motel.

Ring the bell to open a door on the other side of the hallway. Look at the clock near the bell. That’s the time you need to put on the clock in whatever room just opened up.

    Example

•tap the bell to open the first door

•Look at the clock behind the bell. If the time is, for example, 12:06, you need to set the clock in the first room to 12:06.

•Go to the first room and interact with the clock. Press “exit” once the time is set properly. It doesn’t have to be totally precise. If you get close enough it will move to the proper spot.

•You’ll know the clock is right when you can no longer interact with it.

Drop down and move forward. Kill the enemies and cleanse the control point.

Move up the stairs, in the same spot you found Horrowitz, you’ll see Wells standing over a dead body.

    Walk forward with Horowitz.

Up ahead, enemies will be waiting.

Climb up the boxes on the left of the locked gate.

Drop down into the room and press the button to open the gate.

Defeat all the enemies in the clock-filled room. There’s a second floor and you’ll need to get up there in order to defeat all the enemies.

Move towards the large pile of clocks on the second floor.

Travel through the doorway and down the stairs.

    Claim the control point

Horowitz is pretty strong but stay persistent and use a combo of launch and shots.

When you need to take cover use your shield ability (if you have it. If not, here's how to unlock it) or stand behind pillars, strategically.
