Aug 19, 2019 · On August 19, 1939 a Code of Citizenship and Ethics was promulgated by President Quezon through Executive Order No. 217. It remains in force to this day. In 1940 a small book was published by the Committee that drafted the Code, explaining the meaning of each item in the Code, and providing examples that teachers could use in teaching it.

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers vested in me under the Constitution, do hereby direct the Secretary of Public Instruction to require all schools to teach the following civic and ethical principles, drafted by a group of eminent citizens:
