Donovan, the head of the Office of Strategic Services (OSS) in World War II and one of the forefathers of today’s special operations forces, was born on New Year’s Day in 1883 in Buffalo, New York. After college and law school he entered private practice, where he prospered as a Wall Street lawyer.

  5. President Franklin D. Roosevelt appointed William J. Donovan, a highly decorated World War I officer, as Director of the OSS. Donovan organized the OSS to reflect his vision of a national intelligence center, uniquely combining research and analysis, covert operations, counterintelligence, espionage, and technical development–core missions of today’s Central Intelligence Agency.
