Early life and education. Baldwin was born and grew up in Madison, Wisconsin. Her mother, who died in 2017, was 19 and going through a divorce when Baldwin was born. Baldwin was raised by her grandparents and spent Saturdays with her mother, who suffered from mental illness and opioid addiction.

Tammy Baldwin was raised in Madison by her grandparents. After graduating from Madison West High School, she majored in political science and mathematics at Smith College in Massachusetts, and then went on to earn her law degree from the University of Wisconsin (UW) in 1989.
Tammy is a champion for women’s freedoms, fighting to restore Wisconsinites’ right to make their own health care decisions in the face of the 1849 abortion ban. She is the author of the Women’s Health Protection Act which guarantees equal access to abortion everywhere in the United States.
