The construction was begun in 1992 by the Garuda Wisnu Kencana Foundation but had encountered several obstacles, so its completion was delayed. In 2013, the Garuda Wisnu Kencana Bali Foundation management was taken over by PT Alam Sutera Realty Indonesia.
