Fast forward to the end of the episode. Hook’s helped Ariel, another person Regina doesn’t like, reunite with Eric, allegedly. So she’s already annoyed by him simply existing. Then she watches Emma blatantly flirting with him after she just denied having interest earlier that same day. I don’t think she’s jealous of Hook.
