By the time of the French Revolution the name of Paoli had become something of an idol of liberty and democracy. In 1790 the revolutionary National Assembly in Paris passed a decree incorporating Corsica into France, essentially duplicating the work of 1780 but under a new authority.

The son of Giacinto Paoli, who led the Corsicans against Genoa from 1735, Pasquale followed his father into exile at Naples in 1739, studying.

According to the Journal of the American Revolution, Corsica's heroism made Paoli highly respected in America, inspiring the Patriots (especially the Sons of Liberty) to push for a war of independence.
Paoli's ideas of independence, democracy and liberty gained support from such philosophers as Jean-Jacques Rousseau, Voltaire, Raynal, and Mably. The publication in 1766 of An Account of Corsica by James Boswell made Paoli famous all over Europe.
