Majority of Debbie's scenes in this episode are about trying to protect Frank when the rest of her siblings want to throw him out. Offering her bed to him. Standing up for him against her siblings who knew better. Putting out the cigarette he left on the couch that caught flame.
Debbie has pretty serious abandonment issues. When she was young she didn't have as many memories of Frank's abuse as Lip, Fiona and Ian, so she saw him in a slightly better light than her older siblings. She was afraid of losing him and was young enough to have hope that he could be someone better. 23.

In the later seasons when she gets pregnant, Frank is really the only one who supports her decision. Fiona especially hates it and convinces Lip to and Ian to side with her. In the end Frank is the most supportive and I believe why she named the baby Frannie, after him.
