William "Bill" Cadogan, also known as the Shepherd was a recurring character in the fourth and seventh seasons. He is portrayed by John Pyper-Ferguson and debuts in "The Four Horsemen". He serves as one of the two main antagonists (alongside Sheidheda) of Season Seven.

He was the founder and leader of the Second Dawn doomsday cult and is now the supreme leader of the Disciples. After attempting to take the test to determine the fate of the human race, he was killed by Clarke Griffin for leaving Madi in a paralytic state.

He was born on October 20, 1987 to an impoverished mother in the middle of a Tobacco field. He weighed four pounds and seven ounces at birth.

When he was a child, his father beat him everyday. Cadogan became a self-made man, his first job being flipping burgers dreaming of the day he would escape. Cadogan always believed that there was more to life than politics, the dying ecosystem and the memes.

It was also mentioned that Cadogan was a vulture capitalist.

At some point in his life, he founded the Second Dawn cult, a group of people who sought out to survive the end of the world. In approximately 2040, he located and stole the Anomaly Stone from the Temple of the Sun in South America's Machu Picchu, but couldn't figure out how to activate it.

In 2052, Cadogan led the Second Dawn in surviving the Nuclear Apocalypse, focusing his efforts on opening the Temporal Anomaly rather than retaking the surface. After Becca Franko arrived and figured out the code, Cadogan continued to focus on leading his people to another world rather than the alternative solution of Nightblood. After learning of a final code and the Flame, Cadogan had Becca executed to obtain it, but his own daughter stole the Flame and escaped with a group of followers to retake the surface.

Cadogan subsequently led the remaining Second Dawn cultists to Bardo, where they became the ancestors to the Disciples. At some point, he visited the planet Etherea on a pilgrimage that lasted at least three months and which became a part of Disciple mythology. Cadogan eventually became known as the Shepherd of Disciple mythology and entered a cryopod at some point. Every 20 years, the current First Disciple would wake Cadogan to share the news of their lack of success before putting him back into cryo. Thus, Cadogan only met each First Disciple once, including Anders.

He is a fanatical cult leader. According to his daughter, he was always stubborn, but two years of being worshipped by his followers in the bunker convinced Cadogan that "he can walk on water." Cadogan is shown refusing to accept any solution but his own of leaving the Earth for a new world, even after being presented with the alternative solution of Nightblood. Grace Cadogan calls Bill a narcissist with sociopathic tendencies, something that he doesn't deny, stating that it's the nicest thing that Grace has said to him in two years. However, Grace states that despite this, he does care about the people dying in the Nuclear Apocalypse even if he doesn't show it.

According to Grace, Cadogan is many things, but he is not a liar.

Cadogan is an atheist as he does not believe in God. Though his followers worship him as a god, Cadogan states that he does not claim to be one to them. While he is constantly called "the Shepherd" or "my Shepherd" by the Disciples, Cadogan always stops them from kneeling before him and tells everyone to call him by his first name, indicating that he is telling the truth about this.

Both Gabriel Santiago and Cadogan himself note that he is much changed from the man that he used to be before the Nuclear Apocalypse, suggesting that Cadogan wasn't always so fanatical in his beliefs. He is fanatically devoted to achieving transcendence for the human race and is unwilling to admit that he's wrong, listen to another perspective on things, or to consider alternatives. This was first seen when he remained focused on using the Anomaly to escape Earth even when offered an alternative by Becca Franko. When Madi Griffin tells Cadogan Jordan Green's belief that he is wrong about it being a last war and instead that it is a test, Cadogan dismisses her claims, suggesting that the last war is the test. However, Cadogan admits that if he is wrong, he would welcome the test instead as it wouldn't mean sacrificing people's lives to fight a war. When Cadogan learns that Clarke and her friends were right after all about the test, he is surprised but pleased by the turn of events.

Unlike his followers, Cadogan is shown to be far less violent and more willing to negotiate, much to the shock of Anders due to his treatment of Clarke's group. Instead, he uses reason to try to get through to them and even treats the group with respect while he is their prisoner.

Cadogan is cunning and is not above using leverage to get what he wants, sending Clarke's friends to a planet that only he knows the code to in order to ensure her compliance. When Raven later attempts to use the star map to find it, she discovers that Cadogan is telling the truth about the planet being off-line. Clarke then forces Cadogan to open the Anomaly and come with them. After arriving on what turns out to be Earth, Cadogan enjoys taunting Clarke before revealing that he was smart enough to bring an escape route with him, effectively trapping everyone on Earth while escaping himself, apparently confident in their inability to escape due to Earth's deactivated and hidden Anomaly Stone despite being aware that Raven Reyes had brought with her a Disciple helmet capable of pinpointing the Stone's location.

Cadogan is slightly taller than Anders. He has a full, brown and slightly gray beard, with long brown hair that reaches below his neck. He's seen wearing a full white uniform, similar to the one that the Disciples wear.

In "The Four Horsemen," a younger version of him is seen, where he appears to have a completely brown beard.

    Becca Franko

Cadogan and Becca were allies but eventually became enemies. Cadogan eventually had Becca burned at the stake in order to get the Flame. Cadogan later admits that Becca might've been right at the time about him not being ready, calling their issues with each other "a difference of opinion", but is convinced that he is now ready.
