After spending the first two movies building to a big Peter/Harry confrontation, use the third movie to pay it off. Sandman can be the secondary villain but the main conflict should be between Harry and Peter.
Flint Marko, also known as the Sandman, is the secondary antagonist of Sam Raimi's Spider-Man trilogy, being one of the two overarching antagonists of the original Spider-Man film and one of the two secondary antagonists in Spider-Man 3 before somewhat redeeming himself near the end of the film.
